The Body of European Regulators for Electronic Communications (“BEREC”) has published the final version of its Report on OTT services.
This report focuses on Internet-based services, called “over-the-top” or “OTT”, and acknowledges their growing importance. The report mainly aims to provide a definition of the OTT services and seeks to clarify to what extend they come within the scope of the current European regulatory framework for electronic communications. BEREC places great emphasis on the need to clarify the definition of ECS so as to ensure that our European telecom regulations remain adapted to the current technological developments.
