Tasks

The Community Relations Department is responsible for contacts with the 'Community' in the broad sense, i.e. all stakeholders affected by the presence of Fluxys pipelines (authorities, local residents, other infrastructure managers and contractors, etc.) in order to obtain and maintain administrative permits from the competent authorities for the construction and operation of gas infrastructure, to establish and maintain good relations with local residents, to manage Fluxys Belgium's property assets and to promote safe activities when works are carried out by third parties near these facilities. 

The department is also responsible for the management and good governance of the central works announcement platform KLIM-CICC and of the Federation of Pipeline Transporters, Fetrapi. Finally, the department represents Fluxys Belgium in various associations of grid operators.

As a Community Relations Officer, you will work with the Permits, Real Estate, Fluxys Works and TPW Support divisions and report to the Permits Manager. You will contribute to the following tasks:

  • You will assist the Permits team in drawing up complex permit applications, including those relating to the energy transition, at both regional and federal level in Belgium
  • You will work closely with Fluxys' internal departments on all aspects of drawing up permit applications (Environment, Projects, etc.)
  • You will actively help to secure equipment in accordance with existing instructions and procedures
  • You will identify the permits required for Fluxys projects, determine the documents to be provided for the permit application (preliminary assessment, appropriate assessment, EIR, etc.) and the elements to be requested (planning, environment, etc.)
  • You will draft the necessary memos for complex cases (explanatory memo, etc.) and actively contribute to GRUP procedures
  • You will negotiate with advisory bodies, hold meetings with key stakeholders and play an active role in building support for the implementation and authorisation of Fluxys projects
  • You will play a critical role in the implementation of new projects (backbones for new molecules such as H2, CO2, etc.) from the point of view of permits
  • You will share your knowledge within the department so that all colleagues are constantly building on each other's strengths
  • You will play an active role in the administrative management of the central notification platform KLIM-CICC and the Federation of Pipeline Transporters, Fetrapi

The team has several colleagues who take care of the administrative aspects, allowing you to concentrate on the legal aspects (20-30%), contacts with the various stakeholders, negotiations and project management.

Profile

  • You hold a Master's degree in law
  • You have a taste for constructive dialogue and the necessary persuasive skills
  • You have strong analytical and critical thinking skills
  • You enjoy acting as an ambassador
  • You are proactive, autonomous, diplomatic and willing to find solutions
  • You are a team player with excellent organisational skills and good stress resistance, enabling you to work transversally
  • You are fluent in Dutch or French and have a good command of the other language. A good knowledge of English is a plus
